These are Parts designed to offer a safety fail feature of some sort to the water heater. These are forms of stops where the electricity or water flow might be denied to a unit in a means to prevent further damage, often that damage is identified by this control or cut out, and from there, the unit will be unpowered / flow will be hard stopped, ensuring further damage doesnt occur.
